HERITAGE VILLAGE MASTER COMMUNITY ASSOCIATION Board of Directors Meeting Date: August 28, 2019
Place: Heritage Village Clubhouse Time: 7:00 P.M.
Call to Order
Meeting was called to order at 7:00 PM by Secretary Markano.
Present: Markano, Chicky, Zellner, the HVMCA manager was also present.
Nelepovitz , Burkhardt were absent
Approval of Agenda
Motion to approve agenda with addition of Montefino contract discussion: Chicky; Zellner 2nd; Unanimous.
Approval of Previous Meeting Minutes
Motion to approve minutes for 08/14/2019 open session with correction: Chicky; Zellner 2nd; Unanimous.
Public Comment for Items NOT on Agenda
A resident presented information that all private wells need to be registered and metered. Resident also suggested that one board member should attend a Groundwater Authority meeting, next meeting is scheduled on September 19 at 7:00.
ACTION: Manger will contact water district to get more information.
Another resident asked for a time frame on the clubhouse repairs. The board informed him that we may be looking at 3 months or possibly longer. The resident was also informed that the structural engineer still needs to do draw the plans and calculations.
The board discussed the proposal from Pasquini Engineering and the questions from Nelepovitz and the answers.
Chicky motioned to approve the Pasquini proposal with estimated fee between $5000.00 and $10,000.00 with $3500.00 deposit Zellner 2nd, Unanimous. This is to be paid from operating funds.
Manager presented board with estimates from blind.com for Levolor blinds and faux wood blinds.
ACTION: Board directed manager to order samples of the blinds for colors and thickness.
Montefino contract for landscaping was discussed. Manager emailed the contract to Montefino board and they are questioning the price of the monthly fee.
ACTION: Board directed manager to email the Montefino board and invite them to a board meeting and to have them bring a proposal or signed contract.
Board deferred for Nelepovitz
Zellner reported that three spaces opened up and we accommodated three residents for RV parking. There are still a few RVs and trailers on waiting list.
Resident E-mail Correspondence
Resident sent in email regarding dogs barking and in back yard in the heat on Montefino.
ACTION: Send email requesting documentation and an address of where the dogs are located and a few days’ record of dates and times when barking was a problem. Also suggest that if they are out back in the heat to contract animal control.
Manager received a text message with a picture of trash in a bird bath. Manager sent the resident a letter with copy of CC&R’s explaining that trash needs to be put in proper containers and removed from the property.
Manager informed board the John Deere cart needed a bearing put in.
ACTION: Manager to see if it still has warranty
Board discussed the oil spill in the Fountains and on Heritage Drive. Concerning factors were that the Topien C was removed during the power wash and if all oil was removed properly. Speaking with the contractor and Aaron from waste management everything was done the proper way and the Topien C is still there.
ACTION: Board directed manager to contact Bowman Asphalt to request an estimate to reseal or repair any damaged areas.
